Jae-kwon Jung, Our main Managing Attorney at Hwaum Law Firm, has been appointed as a member of the 3rd Researcher Rights Protection Committee, a statutory committee established under the National Research and Development Innovation Act.
Attorney Jung will serve on the Committee from April 18, 2025, through April 17, 2027. During his term, he will review sanctions imposed on researchers and research institutions in connection with misconduct in national research and development projects, as well as appeals and objections to such sanctions.
The Researcher Rights Protection Committee is a statutory committee under the Ministry of Science and ICT established pursuant to the National Research and Development Innovation Act. When researchers or research institutions involved in national R&D projects receive prior notice of sanctions—such as restrictions on participation in national R&D programs or additional sanction surcharges—for alleged misconduct and file an objection, the Committee reviews the appropriateness of the proposed sanctions.
The 3rd Researcher Rights Protection Committee consists of 97 members, including one chairperson, 41 researchers, 50 experts such as attorneys, certified public accountants, and patent attorneys, and five government officials representing relevant ministries.
The Ministry of Science and ICT’s Deputy Minister for Science, Technology and Innovation Coordination stated, “The government will work to ensure that research misconduct is addressed based on accurate and objective evidence, so that the actions of a small number of individuals do not unfairly harm the many researchers who conduct their work with integrity.”
